Brickstone Community Authority District Board of Trustees

Pursuant to Ohio Revised Code Chapter 349, the Franklin County Board of Commissioners adopted Resolution No. 1047-07 on December 11, 2007, approving the petition for organization of the Brickstone Community Authority. Pursuant to Ohio Revised Code Chapter 349, the Board of Commissioners adopted Resolution No. 1086-07 on December 18, 2007, creating the Brickstone Community Authority District Board of Trustees. Pursuant to Ohio Revised Code Chapter 349, the Board of Commissioners shall appoint by resolution at least three (3), but not more than six (6) trustees, one serving as a representative of the local government for terms of two (2) years.

Central Ohio Community Improvement Corporation Board of Directors

The Central Ohio Community Improvement Corporation Board of Trustees was created to assist in economic development of nonproductive and distressed properties in Franklin County. The Board of Trustees of shall consist of five (5) members as follows: -Two (2) members to be appointed by the County Commissioners, one for a two-year term and one for a four-year term. -One (1) member to be appointed by the City of Columbus. -One (1) member to be appointed by the Franklin County Treasurer. -One (1) member to be appointed by the Franklin County Township Association.

Central Ohio Trauma System (COTS)

The mission of the Central Ohio Trauma System (COTS) is to save and improve lives through the coordination of trauma and emergency healthcare resources and to serve as the forum for addressing issues affecting the delivery of trauma/emergency services and injury in the Central Ohio community. COTS also serves as the healthcare preparedness coordination agency for the Central Ohio Homeland Security Region and coordinates the regional planning and response efforts of twenty-seven (27) hospitals across fifteen (15) Central Ohio counties. COTS maintains an Internal Revenue status of 501(c)(3) and operates with charitable, educational, and scientific intent. By statue, the Franklin County Board of Commissioners nominates one individual to serve as their representative for COTS for a term of three (3) years.

Central Ohio Workforce Investment Board of Directors (COWIC)

The Central Ohio Workforce Investment Board (COWIB) is the successor to the Workforce Policy Board. The COWIB is a decision making board that establishes and implements workforce investment policies and programs that prepare individuals for worthwhile and sustainable employment, especially recognizing economically disadvantaged individuals and other individuals with special needs. Through the COWIB, a workforce development system is established to prepare the local workforce to support the future needs of local employers by identifying and assessing local industry, employment requirements, preparing job seekers for employment through training for positions in the areas of need, and coordinating the efforts of local government, non-profit and for-profit businesses, and educational resources to provide specialized training. The Act of 1998 contains specific requirements for the composition of Workforce Investment Boards. In accordance with the requirements of the Act, the Intergovernmentall Agreement (Agreement by and between the County Commissioners of Franklin County, Ohio, and the Mayor of the City of Columbus), in Article IV, Section 4.01, essentially sets forth that Directors to the Central Ohio Workforce Investment Board would be appointed as follows: The County and the City are to each appoint one member from the following sectors: community based organization, economic development, labor and education. In addition, they may appoint such other individuals or representatives of entities as the Chief Elected Officials (County Commissioners & Mayor) may determine to be appropriate from time to time. The Workforce Invest Act (WIA) also requires that a representative of each required One Stop Partner be appointed to the Board. A majority of the Directors shall be representatives of business. Since the number of non-business representatives total16, there must be 17 business representatives to meet the majority requirement. The Franklin County Commissioners and the Mayor of the City of Columbus shall each appoint an equal number of Directors (twelve each) satisfying the qualifications listed above. These Chief Elected Officials may also make joint appointments (nine). When the Board is at full strength, it shall total thirty-three (33) Directors.
The Workforce Investment Act of 1998 (Act) charged the Governor of the State of Ohio with the establishment of local workforce investment areas. Amended Substitute House Bill 470 allowed for an Ohio Option variation of the Act. Pursuant to this, the Franklin County Board of Commissioners, pursuant to Resolution No. 320-00, created the Workforce Policy Board to carry out the objectives of the Act. Pursuant to Resolution No. 991-03, adopted October 28, 2003, an Intergovernmental Agreement was entered into between the City of Columbus and Franklin County whereby the two would continue to be joined together as one local workforce investment area but would transition away from the Ohio Option to a conventional workforce investment area. As a result, the old Workforce Policy ceased to exist after June 30, 2004, and a newly created Central Ohio Workforce Investment Board replaced it.
Although Directors serve at the pleasure of the Chief Elected Officials who appointed them, the Act and the Intergovernmental Agreement require that one-third of the Directors serve three (3) years, one-third for two (2) years, and one-third for one (1) year. After initial appointments, terms shall be for a period of three (3) years.

Chemical Emergency Preparedness Advisory Council (CEPAC)

The local emergency planning committee, known in Franklin County as the Chemical Emergency Preparedness Advisory Council (CEPAC), is to serve as the official local emergency planning committee for Franklin County, Ohio. as specified by the Superfund Amendments and Reauthorization Act (SARA) (United States Public Law 99-499), Title III (Emergency Planning and Community Right-to-Know Act), Section 301(c), Ohio Revised Code Chapter 3750 and as appointed by the State of Ohio. The Board of County Commissioners are duly charged by Ohio Revised Code Chapter 3750 to submit a list of names for recommendation and final approval to the State Emergency Response Commission for appointments for two year terms. Columbus Cultural Leadership Consortium (CCCLC) (Thrive in Five Oversight Committee)

The Columbus Cultural Leadership Consortium (CCLC) was formed in 2006 to focus on the energy and efforts of the city's major cultural and artistic "anchor" institutions, as they collectively address long-term financial challenges. The CCLC created the Arts Stabilization Plan to leverage funds over the next three years, leading to a time when a more robust funding model for cultural arts in Franklin County is crafted by community and business leaders. The Franklin County Commissioners shall have representation on the CCLC Financial Oversight Committee equal to its proportionate share of the financial revenues pledged to CCLC.

Columbus Downtown Development Corporation Board of Directors

Columbus Regional Airport Authority Board of Directors

Pursuant to Resolution No. 814-02, adopted by the Franklin County Board of Commissioners on July 30, 2002, the Board declared its intent to dissolve the Rickenbacker Port Authority; join with the City of Columbus to establish a port authority to operate the Rickenbacker International Airport, Port Columbus International Airport and Bolton Field Airport; and to establish a port authority to finance economic development activities. The Columbus Regional Airport Authority was created at 12:01 A.M. on January 1,2003. Columbus Sister Cities Board of Trustees

Columbus Sister Cities International, Inc. (CSCI) is a 501(c)(3) corporation governed by its Board of Trustees. The Board oversees the philosophy, purpose and mission of CSCI and monitors its programs and services to ensure that they are consistent with the purpose and mission and operates in a fiscally responsible manner. CSCI works on behalf of Columbus to educate, enlighten and bring about business opportunities to Columbus and its sister cities. Sister City relationships help to create international economic opportunity as well as opportunities for our citizens to meet and learn about people and their cultures, businesses and education from all over the globe. Prospective new members are proposed to the CSCI for review and ratification. Final approval, per the Code of Regulations, rests with the Mayor of Columbus who is the Honorary Chair of CSCI.

Columbus-Franklin County Finance (Port) Authority Board of Directors

The Finance Port Authority shall be governed by a nine-member Board of Directors, of which four shall be appointed by the Mayor of the City, with the advice and consent of Council, four shall be appointed by the Board of County Commissioners, and one shall be a joint appointment. Board appointments shall be made in the following manner: A. The Mayor (with the advice and consent of Council) and the Board of County Commissioners shall each appoint one director to serve on the Board for a term of office expiring April 30, 2007. B. The Mayor (with the advice and consent of Council) and the Board of County Commissioners shall each appoint one director to serve on the Board for a term of office expiring April 30, 2008. C. The Mayor (with the advice and consent of Council) and the Board of County Commissioners shall each appoint two directors to serve on the Board for a term of office expiring April 30, 2009. D. A ninth Director shall be jointly appointed by the City and the County to serve on the Board for a term of office expiring April 30, 2010, with the initial appointment to be made by the Mayor, but only with the approval of both the Council and The Board of County Commissioners, the second appointment to be made by the Board of County Commissioners but only with the approval of the Mayor and the Council and with subsequent appointments to continue to alternate in this manner. No member appointed to the Board shall hold any other public office or employment except that of Notary Public, member of the State Militia or member of a reserve component of the United States Armed Forces; provided, that employment in a public school system or other educational institution shall not be in violation of this section. No member of the Board shall be interested in the profits or emoluments of any contract, job, work or service of the Finance Port Authority, other than as permitted by Ohio law. Any member of the Board may be removed by that member's appointing authority for misfeasance, nonfeasance, or malfeasance in office. The Board of Directors shall elect one of its members as chairperson and another as vice-chairperson, shall designate their terms of office, and shall appoint a secretary-treasurer who need not be a member of the Board of Directors. A majority of the Board of Directors shall constitute a quorum for purpose of holding a meeting of the Board. The affirmative vote of a majority of the members present and voting (which must be at least a majority of a quorum) shall be necessary for any action taken by the Finance Port Authority unless the Board of Directors determines by rule to require a greater number of affirmative votes for particular actions to be taken by the Finance Port Authority. No vacancy in the membership of the Board of Directors shall impair the rights of a quorum to exercise all the rights and perform all the duties of the Finance Port Authority. Each member of the Board shall serve without compensation, but may receive reimbursement for the member's reasonable expenses incurred in the performance of the duties of the member.
The Columbus-Franklin County Finance (Port) Authority Board of Directors was created pursuant to Ohio Revised Code Section 4582.21 through 4582.59, Franklin County Board of Commissioners Resolution No. 200-06 dated March 4, 2006 and Columbus City Council Ordinance No. 0540-2006 dated March 13, 2006. The membership of the Board shall at all times comply with Section 4582.27 of the Ohio Revised Code or any successor provision thereto.
Each member of the Board of Directors shall hold office from the date of appointment until the end of the term for which the member was appointed, except as provided below. Upon the expiration of the term of any incumbent member of the Board, and if any position on the Board shall become vacant for any reason, that position on the Board shall be filled by the appointing authority that appointed the incumbent or predecessor member, and in the same manner that the incumbent or predecessor was appointed. Each member shall serve for a term of four years except in the case of initial appointees who may serve shorter terms or any person appointed to fill a vacancy who shall serve only for the unexpired term. Any member of the Board shall continue in office subsequent to the expiration date of the member's term until the member's successor takes office. All Directors so appointed shall serve for a term of four years, except that any person appointed to fill a vacancy shall serve only for the unexpired term. Any member of the Board shall continue in office subsequent to the expiration date of the member's term until the member's successor takes office. A member of the Board is eligible for reappointment.

Columbus/Franklin County Affordable Housing Trust Corporation Board of Trustees

The members of the Columbus/Franklin County Affordable Housing Trust Corporation Board of Trustees were appointed jointly by the Board of Commissioners and the Mayor of the City of Columbus. The function of this Board is to create and invest in the Trust Corporation to help finance the construction of quality homes and apartments. Cosgray Road South Community Authority District Board of Trustees

Pursuant to Ohio Revised Code Chapter 349, the Franklin County Board of Commissioners adopted REsolution No. 908-10 on December 7, 2010, approving the petition of establishment of the Cosgray Road South Community Authority as a new community authority and the organization of its Board of Trustees. Family Services Planning Committee

The membership of the Family Services Planning Committee (originally referred to as a council) was established by the Franklin County Board of Commissioners to meet the terms of Ohio Revised Code Section 329.06 as it was enacted as part of HB 408, the welfare reform legislation enacted in 1997. In response to the welfare reform legislation, the Committee has included broad community membership. The members primarily represent community organizations and public agencies (i.e., management representatives from Job and Family Services, individuals involved in human services in the community). There are no regularly scheduled meetings, however, the Committee serves as an advisory body to the Board of County Commissioners with regard to family services provided by the county, including assistance under Chapter 5107. and 5108. of the Ohio Revised Code, publicly funded child care under Chapter 5104. of the Revised Code, and social services provided under Section 5101-46 of the Revised Code.

There are no term limits.

Franklin County Alcohol, Drug and Mental Health Services Board (ADAMH)

Pursuant to Resolution No. 1029-89, this Board was created pursuant to ORC Section 340.021. Am. Sub. H.B. No. 317 which became effective on September 10, 1989, in part, reorganized the mechanisms for providing alcoholism, drug abuse, and mental health services at the local level. This Board shall consist of eighteen (18) members as described in ORC Section 340.02. -The Ohio Department of Mental Health shall appoint four (4) members. -The Director of the Ohio Department of Alcohol & Drug Addiction Services shall appoint four (4) members. -The Board of Commissioners shall appoint ten (10 ) members. CRITERIA: County appointees do not have to fit into any category. However, the Director of Mental Health shall ensure that appointees include a practicing psychiatrist or physician, a mental health professional, a consumer, and a parent or relative of a consumer, and the Director of Alcohol & Drug Addiction Services shall ensure that appointees include a treatment specialist, an advocate of alcohol and drug addiction services, a consumer and a family representative of a consumer.

Franklin County Community Based Correction Facility Governing Board

Pursuant to House Bill 162, signed into law on July 11, 2006, oversight authority for the Community Based Correction Facility was transferred from the Court of Common Pleas to a Facility Governing Board, creating an agency that is separate and independent from the Franklin County organizational structure. Two thirds of the appointments to the Board will be made by the Judicial Advisory Board and the remaining third will be provided by the Franklin County Board of Commissioners. Of the initial appointments, one-third shall be appointed for one-year terms, one-third shall be appointed for two-year terms, and the remaining one-third shall be appointed for a three-year term. Thereafter, terms of persons appointed to the facility governing board shall be for a three-year term, with each term ending on the same day of the month of the year as did the term it succeeds.

Franklin County Community Corrections Planning Board

Pursuant to BOC Resolution adopted August 10, 1983, the Franklin County Community Corrections Planning Board was created. There is no cap as to the number of members on the Board. The organizational makeup of the Board was changed by the State (Amended Senate Bill 258) requesting that a County Commissioner be included on the Board. Pursuant to Senate Bill 2 (July 1, 1996), the makeup of the Board was changed to reflect additional members to represent a victim of crime, administrator from the County Jail or Workhouse, and the Municipal Court. Pursuant to Resolution No. 888-00, the expiration date for Board members was changed from the August 31st date to an expiration date of January 30th in order to align their terms with those of the Franklin County Criminal Justice Planning Board members. CRITERIA: Appointees to consist of members representing the public, law enforcement, prosecution, judiciary, corrections, officials from the City of Columbus, a County Commissioner, a victim of crime, administrator from the County Jail or Workhouse, and the Municipal Court. A local Corrections Planning Board shall consist of the following members: -Administrator of a County, multi-county, municipal, municipal-county or multi-county municipal jail or workhouse -A County Commissioner -A Judge of the Court of Common Pleas -An attorney whose practice of law primarily involves the representation of criminal defendants -The chief law enforcement officer of the largest municipal corporation -The County Sheriff -One or more prosecutors -One or more representatives of the public -One or more additional representatives of the law enforcement community -One or more additional representatives of the judiciary -One or more additional representatives of the field of corrections Officials from the largest municipal corporation -A victim of crime -Municipal Court Pursuant to Amended State Bill 258, the organizational makeup of the Board was changed by the State requesting that a County Commissioner be included on the Board.

Franklin County Convention Facilities Authority

The Board of Commissioners adopted Resolution No. 818-88 on July 12, 1988, creating a Convention Facilities Authority pursuant to ORC 351.02. The Franklin County Convention Facilities Authority shall be governed by a Board of Directors consisting of eleven (11) members appointed in the manner delineated in ORC 351.04. Pursuant to Resolution No. 916-88, adopted July 26, 1988, members were appointed to the Board of Directors. CRITERIA: One (1) of the County appointees must be a representative of the townships, one (1) must be a representative of the Convention and Visitors Bureau, and one (1) must be a representative of a major business trade association located in the County. -Of the six (6) County appointees, not more than three (3) of the persons appointed shall be members of the same political party. -Of the three (3) Mayor appointees, not more than two (2) of the persons appointed shall be members of the same political party. -Of the persons appointed by the suburban mayors, two (2) shall not be members of the same political party.

Franklin County Criminal Justice Planning Board

The purpose of the Criminal Justice Planning Board is: -To exercise leadership in improving the quality of the criminal and juvenile justice systems in Franklin County. -To review, approve, and maintain general oversight of the Comprehensive Plan and the implementation of the Comprehensive Plans. -To review and comment on the overall needs and accomplishments of the criminal and juvenile justice systems in Franklin County. -To establish, as required to comply with ORC Chapter 181, task forces, ad hoc committee, and other committees, whose members shall be appointed by the Chairman of the Board. -To establish any rules that the Board considers necessary and that are consistent with these by-laws and federal and state law. CRITERIA: Appointees to consist of a majority of the local elected officials in the County and representatives from law enforcement agencies, courts, prosecuting authorities, public defender services, rehabilitation and correction agencies, community organizations, juvenile justice services agencies, professionals, and private citizens in the County.

Franklin County Law Library Resources Board

Law Library Resources Boards were established in 2008 by enactment of Am. Sub. H.B. 420 by the 127th Ohio General Assembly. The Law Library Resources Boards shall provide legal research, reference and library services to the county and to the municipal corporations, townships, and courts within the county and shall manage the coordination, acquisition and utilization of legal resources. Pursuant to ORC Section 307-511, the County Law Library Resources Board shall consist of five (5) members who are county residents and who shall be appointed as follows: 1. The county prosecuting attorney shall appoint one (1) member whose initial term shall expire on December 31, 2010. 2. The administrative judges and presiding judges of all municipal courts and county courts within the county shall meet to appoint (1) member who is an attorney licensed to practice law in the state and in good standing before the Supreme Court of Ohio and whose initial term shall expire on December 31, 2011. 3. The administrative judge or presiding judge of the court of common pleas of the county shall appoint one (1) member who is an attorney licensed to practice law in the state and in good standing before the Supreme Court of Ohio and who initial term shall expire on December 12, 2012. 4. The Board of County Commissioners shall appoint one (1) member whose initial term shall expire on December 31, 2013. 5. The Board of County Commissioners shall appoint one (1) member whose initial term shall expire on December 31, 2014. The person appointed by the Franklin County Board of Commissioners to the term which expires on December 31, 2013 shall serve as chairperson of the Franklin County Law Library Resources Board until December 31, 2010. After that date the Board shall select a chairperson from among the members of the Board.

After initial terms, all terms of appointment shall be for a period of five (5) years, with each term ending on the same day of the same month as did the term it succeeds.

Franklin County Planning Commission

The Franklin County Planning Commission was created for the purpose of representation of the seventeen (17) townships in Franklin County to review subdivision plat requests, rezoning requests, and to complete Comprehensive Plans and updates for all townships. Franklin Park Conservatory Joint Recreation District Board of Trustees

The creation of a joint recreation district is to provide for the continued management, operation, development, maintenance and repair of the Franklin Park Conservatory property after AmeriFlora ended. The District Board shall consist of seventeen (17) members as follows: -Eight (8) shall be appointed by the Mayor of Columbus, confirmed by City Council, and no less than four (4) shall be residents and qualified electors of the City of Columbus. -Six (6) shall be appointed by the Franklin County Commissioners and no less than three (3) shall be residents and qualified electors of Franklin County. -Three (3) shall be appointed by the State of Ohio.

Healthcare Collaborative of Greater Columbus' Board of Directors

It is the mission of Access HealthColumbus to assure access to health care for vulnerable people in Franklin County. Access HealthColumbus is a public-private partnership that is governed by a diverse board representing government, health care, business and consumers. The duties of this Board include: -Identifying and prioritizing access issues and setting long and short-range goals consistent with the corporation's mission; -Monitoring conditions related to access to health care for vulnerable persons residing in Franklin County, Ohio; -Assessing and modifying the corporation's programs, initiatives and strategies; -Assessing the performance of the corporation's Board of Directors and Chief Executive Officer; -Approving the corporation's capital and operating budgets; -Approving guidelines for the corporation, including its fundraising and personnel policies; -Directing the corporation's fundraising efforts; -Approving guidelines for the corporation to fund initiatives to improve access to health care for vulnerable persons residing in Franklin County, Ohio; -Facilitating the coordination of public and private community resources to improve access to health care for vulnerable persons residing in Franklin County, Ohio; -Recruiting and selecting the Chief Executive Officer and approving the terms of his/her employment.

One (1) individual nominated by the Franklin County Commissioners (the "County Director") shall serve a term of three (3) years and may serve an unlimited number of terms.

Homeland Security Advisory Committee (HSAC) [formerly the Terrorism Advisory Team)

Pursuant to Resolution No. 619-03, the Terrorism Advisory Team for Franklin County was created pursuant to the Ohio Emergency Management Agency requirements to establish this entity to oversee the Department of Homeland Security first responder grant program. The Committee's role is to prevent duplication of equipment purchases throughout the County, over see the DHS funds and approve equipment recommendations that will pass to the agency's Executive Committee and then be provided to the Board of Commissioners for authorization to purchase. The Terrorism Advisory Team consists of representatives from all segments of the government community. The City of Columbus is required to have 25% of the team's members. The Human Services Levy Review Committee was created for the purpose of conducting ongoing financial reviews of social service agencies, evaluating program performance to voted levy objectives, to review social service levy requests, provide recommendations regarding proposed millage amounts and the timing of levy requests, and to provide holistic review of levy impacts on the community. The Committee shall be comprised of seven (7) members to serve for an indefinite term.

Joint Columbus and Franklin County Housing Advisory Board

The Joint Columbus and Franklin County Housing Advisory Board was established to review and recommend all requests for inducements of housing revenue bonds. The purpose of the Board is to review and advise the Board of County Commissioners on preliminary approval, inducement or issuance of proposed housing bonds. If tax monies are used, review and advise on housing strategy. The purpose of the Board is to review and advise the Board of County Commissioners on preliminary approval, inducement or issuance of proposed housing bonds. If tax monies are used, review and advise on housing strategy. The Housing Advisory Board shall consist of fifteen (15) members, ten (10) to be appointed by the City of Columbus and five (5) to be appointed by Franklin County. The Board shall include a balanced representation of each of the following groups located in the City of Columbus and Franklin County in the following numbers: -Two (2 members representing institutions that lend money for housing. One (1) member shall be appointed by Columbus and one (1) shall be appointed by Franklin County. -Two (2) members representing non-profit builders and developers of housing. One (1) member shall be appointed by Columbus and one (1) member shall be appointed by Franklin County. -One (1) member representing for-profit builders and developers of housing shall be appointed by Franklin County. -One (1) member representing for-profit builders and developers of rental housing shall be appointed by Columbus. -One (1) member representing real estate brokers licensed under Chapter 5735 of the Ohio Revised Code shall be appointed by Columbus. -One (1) member representing persons with professional knowledge regarding local housing needs and fair housing issues in the City and County shall be appointed by Columbus. -Three (3) residents of areas of the political subdivisions served by the Housing Advisory Board that could receive housing assistance from the City and County. Two (2) of such residents shall be appointed by Columbus and one (1) such resident shall be appointed by Franklin County. -One (1) member representing the Columbus Metropolitan Housing Authority shall be appointed by Columbus. -Three (3) members who are elected officials of the political subdivisions served. Two (2) members shall be appointed by Columbus and one (1) member shall be appointed by Franklin County.

Pinnacle Community Infrastructure Financing Authority Board of Trustees

Pursuant to Resolution No. 222-04, the County Commissioners approved the petition for the organization of the Pinnacle Community Infrastructure Financing Authority pursuant to ORC Chapter 349. The Board adopted Resolution No. 275-04, creating the Pinnancle Community Infrastructure Financing Authority, also pursuant to ORC 349. Pursuant to Section 6 of Resolution No. 275-04 and ORC 340.04, said Board of Trustees shall consist of seven (7) members as follows: -Three (3) citizen members appointed by the Board of Commissioners representing the interests of present and future residents of the District. -One (1) appointed by the Board of Commissioners to serve as a representative of local government. -Three (3) appointed by the developer (M/I Homes of Central Ohio, LLC and Pinnacle Development Company of Grove City, Ltd.) The Board of Commissioners adopted Resolution No. 372-05 approving the establishment of a procedure for the succession of the appointed members of the Board of Trustees of the Pinnacle Community Infrastructure Financing Authority. These procedures are detailed in the Resolution. Currently, there is sufficient population within the District to support one (1) elected citizen member according to the procedures detailed in the Resolution and ORC 349.04. Accordingly, the Board of Commissioners are only responsible for appointing two (2) citizen members and one (1) local government representative.

Riggins Road Community Authority District Board of Trustees

Pursuant to Ohio Revised Code Chapter 349, the Franklin County Board of Commissioners adopted Resolution No. 577-07 on July 3, 2007, approving the petition for organization of the Riggins Road Community Authority. Solid Waste Authority of Central Ohio Board of Trustees (SWACO)

The Board of Commissioners adopted Resolution No. 567-89, creating the Franklin County Regional Solid Waste Management Authority pursuant to ORC 343.011. Tax Incentive Review Council of the Village of Obetz Enterprise Zone

Pursuant to Resolution No. 935-00, adopted by the Board of Commissioners on September 12, 2000, the Village of Obetz Enterprise Zone was established pursuant to Ohio Revised Code Section 5709.632(A)(2), for the purpose of establishing, expanding, renovating and occupying facilities and hiring new employees and preserving jobs within said zone in exchange for specifiedlocal tax incentives granted by the County. The area requested to be designated as an Enterprise Zone includes the entire 4.8 square miles of incorporation of the Village of Obetz. The incorporated Village boundaries begin north of Williams Road and goes south to Rohr Road east at Swisher Road, and west to the CSX Railway. Pursuant to Ohio Revised Code Section 5709.85, the Tax Incentive Review Council shall consist of eight (8) members as follows: -One (1) member appointed by each member of the Board of Commissioners of Franklin County, Ohio. -Two (2) members appointed by the Mayor with Council approval. -One (1) member appointed by the Groveport Madison Local School District. -One (1) member appointed by the Hamilton Local School District. -The Franklin County Auditor.

The Appointed Board of the Columbus Zoo & Aquarium

The Board of Commissioners passed Resolution No. 833-85 providing for a .25 mill property tax levy to be submitted to the electorate of Franklin County at the General Election held on November 5, 1985. An agreement was signed by the Zoo Association, the City of Columbus, and Franklin County creating, upon passage of the tax levy, a new Executive Board consisting of eighteen (18) members: -Six (6) to be appointed by the Zoo Association. -Six (6) to be appointed by the Mayor of Columbus. -Six (6) to be appointed by the Franklin County Commissioners.

The Big Darby Accord Advisory Panel

Pursuant to Resolution No. 864-06, adopted by the Board of County Commissioners on November 14, 2006, the Board of Commissioners agreed to create the Big Darby Accord Advisory Panel to further implementation of the Big Darby Accord Watershed Master Plan. The Big Darby Accord Watershed Master Plan recommended the creation of the Big Darby Accord Advisory Panel to advise participating jurisdictions on their implementation of the general land use plan and to offer recommendations on zoning applications, subdivisions plans, and site development plans for land located within the Big Darby planning area. The Big Darby Accord Advisory Panel will serve a multi-jurisdictional area by coordinating the review of zoning and development plans to allow for responsible growth in the Big Darby Watershed, Franklin County, Ohio.

The New Albany Community Authority District Board of Trustees

The Board of Commissioners adopted Resolution No. 699-92 approving the petition for the organization of the New Albany Authority pursuant to Chapter 349, Ohio Revised Code. The Board adopted Resolution 860-92 creating The New Albany Community Authority District Board of Trustees pursuant to ORC 349.04. Said Board shall consist of seven (7) members as follows: -Three (3) citizen members appointed by the Board of Commissioners representing the interests of present and future residents of the District. -One (1) member appointed by the Board of Commissioners to serve as a representative of local government. -Three (3) members appointed by the Developer (The New Albany Company). The Board of Commissioners adopted Resolution No. 902-93 establishing the method for selection of successor members.

Tremont Club Community Authority District Board of Trustees

Pursuant to Ohio Revised Code Chapter 349, the Franklin County Board of Commissioners adopted Resolution No. 578-07 on July 3, 2007, approving the petition for organization of the Tremont Club Community Authority. West Hilliard Community Authority District Board of Trustees

Pursuant to Ohio Revised Code Chapter 349, the Franklin County Board of Commissioners adopted Resolution No. 124-11 on February 22, 2011, approving the petition for establishment of the West Hilliard Community Authority as a new community authority and the organization of its Board of Trustees.
